Providing a MinnesotaCare gross earnings tax credit to health care providers for
services to state health program recipients, limit; authorizing health care
providers transferring the tax to third party purchasers to itemize the tax on
patient billings, specifying certain tax payment responsibilities of third party
purchasers and subjecting the purchasers to civil action by health care
providers for actual damages incurred for failure to comply
