retardation; authorizing the commissioner of human services to contract with
eligible guardianship service providers, defining guardianship service providers
and modifying certain guardianship duties; requiring county agencies with
persons under public guardianship to discharge the public guardianships for
private alternatives substitution purposes, restriction; requiring the
commissioner to provide county agencies with funds for public guardianship
alternatives based on proposals by the counties to establish private
alternatives; appropriating money to the commissioner to provide fiscal
alternatives to encourage counties to establish private alternatives and to
contract with guardianship service providers; repealing a certain provision
providing for special outpatient treatment services for wards (ra, ja)
