(DWI), off-highway vehicle, drive-by shooting, designated offense, and
controlled substance forfeiture laws to provide more uniformity; modifying
certain off-highway vehicle forfeiture and DWI forfeiture procedures; raising
the monetary cap on the value of certain property forfeitures that may be
adjudicated in conciliation court; defining prosecuting authority; modifying the
procedure for administrative forfeiture of certain property seized in connection
with a controlled substances seizure; prohibiting forfeited property from being
sold to prosecuting authorities or persons related to prosecuting authorities;
modifying notice requirements for forfeiture of vehicles used in drive-by
shootings; clarifying the general criminal code forfeiture law, necessity of
