3E Relating to higher education

ARTICLE 1 - HIGHER EDUCATION
APPROPRIATIONS

Providing a summary of appropriations; appropriating money to
the Minnesota office of higher education for state grants, child care grants,
state work-study, interstate tuition reciprocity, safety officer's survivors
educational benefits, Indian scholarships, tribal college grants, high
school-to-college developmental transition grants, intervention for college
attendance program grants, student-parent information, get ready, Midwest higher
education compact, Minnesota minority partnership, united family medicine
residency program, MnLINK gateway and minitex, statewide longitudinal education
data system, Hennepin county medical center, Teach for America, the prosperity
act, and agency administration; appropriating money to the board of trustees of
the Minnesota state colleges and universities (MnSCU) for the central office and
shared services unit, operations and maintenance purposes, and the learning
network of Minnesota, limiting certain MnSCU tuition increases; appropriating
money to the board of regents of the University of Minnesota (U of M) for
operations and maintenance, primary care education initiatives, special
appropriations for the agriculture and extension service, health sciences,
institute of technology, system special, and the university of Minnesota and
Mayo foundation partnership, and the academic health center; appropriating money
to the Mayo clinic for its medical school and its family practice and graduate
residency program

ARTICLE 2 - HIGHER EDUCATION POLICY

Expanding government
data dissemination from the commissioner of employment and economic development
(DEED) to the office of higher education; requiring improvement and expansion of
the statewide longitudinal education data system (SLEDS) to include certain
information;
specifying components of required biennial budget proposals by the
university of Minnesota (U of M) and he Minnesota state colleges and
universities (MnSCU); authorizing the director of the Minnesota office
of
higher education to award competitive matching grants to Minnesota public and
private postsecondary institutions, specifying eligible students, application
process, match requirement, establishing a grant selection committee; changing
the position of office of higher education director to commissioner; requiring
institution reporting for certain institutions receiving financial aid;
extending child care grant eligibility to certain students undergoing medical
treatment; modifying the maximum child care grant award for each eligible child
per academic year; providing financial assistance to tribally controlled
colleges for certain purposes; defining online platform service; modifying
miscellaneous office of higher education requirements; exempting schools using
an online platform service, offering training, courses or programs from office
of higher education regulation; clarifying certain MnSCU contracts relating to
certain bonuses; authorizing the department of employment and economic
development (DEED) the department of education, the university of Minnesota (U
of M) and the Minnesota state colleges and universities (MnSCU) to collaborate
to implement and electronic infrastructure to support academic and workforce
success statewide, authorizing the board of trustees of the Minnesota state
colleges and universities (MnSCU) to set certain goals, develop certain programs
and utilize certain resources, requiring board to submit an accountability
report annually to the governor and legislature; clarifying permitted uses of
direct appropriations to the university of Minnesota (U of M); establishing the
Minnesota discovery, research, and innoVation economy (MnDRIVE) funding program,
specifying purpose; requiring the board of regents of the University of
Minnesota (U of M) to submit investment proposals consistent with the goals and
objectives of the MnDrive funding program as part of the board of regents
biennial budget request to the legislature; requiring board to report to the
legislature every two years; exempting certain schools from the private career
school act; modifying standards for awarding academic credit for certain
military training or service programs; requiring the Minnesota state colleges
and universities (MnSCU) to adopt a veteran's preference policy in graduate
student admissions; requesting the University of Minnesota (U of M) and private
institutions to adopt similar policies; modifying public safety officers
survivor education benefit eligibility; requiring reports to the legislature
from the Minnesota office of higher education regarding higher education
institutional participation in state student aid programs, from the university
of Minnesota relating to medical school capacity, the undergraduate science,
technology, engineering and mathematics (STEM) programs and administrative
costs; requiring the board of trustees of the Minnesota state colleges and
universities, in cooperation with the commissioner of human services to convene
a mental health issues summit; specifying revisor instruction; repealing the
higher education advisory council and the onetime grant for high-school to
college developmental transition program

ARTICLE 3 - STATE GRANT

Modifying
the assigned family responsibility for independent students; setting state grant
tuition caps and living and miscellaneous expense allowances; specifying a state
grant award calculation for MnSCU part-time students

ACT

Providing for the treatment of undocumented immigrants with respect to
financial aid and tuition at public postsecondary institutions under certain
conditions; specifying certain eligibility requirements
