conversion systems; clarifying the definition of qualified wind +energy
conversion facility relating to location and ownership for renewable +energy
production incentive eligibility purposes; requiring the commissioner+ of
commerce to additionally assess utilities providing retail electric +service in
the state amounts sufficient for incentive payments for megawatts of +nameplate
capacity in excess of a certain amount, requiring identification of +amounts
assessed; expanding the incentive payments eligibility window and +payment
period and modifying eligibility for qualified wind energy conversion+ systems
