Requiring the commissioner of human services (DHS) to develop and implement a
Minnesota divorce reconciliation project develop to evaluate and disseminate
best practices for promoting successful reconciliation between married persons,
permitting administration with federal grants, state appropriations and in-kind
services, requiring University of Minnesota implementation, permitting
dedication of a portion of the marriage license application fee to the project;
requiring marriage dissolution petitions or counterpetitions for marriage
dissolutions involving minor children to be accompanied by an affidavit
verifying on-line marriage dissolution education program (Children in the
Middle) completion, specifying costs to be paid by persons completing program,
exceptions
