Providing income tax checkoffs to provide additional funding for +kindergarten
through grade 12, higher and early childhood and family education, +health care
and state parks; establishing separate accounts in the special +revenue for
deposit of amounts designated on income tax returns; requiring use of+ the
proceeds for the purposes specified and prohibiting additional +conditions or
restrictions limiting use of the funds; providing for use of revenue +in the
accounts and specifying certain duties of the commissioner of +revenue,
requiring annual reports to the legislature for use recommendations +purposes;
appropriating money in the K-12 and ECFE education accounts to the +commissioner
of children, families and learning (CFL), in the health care account +to the
commissioner of health, in the higher education account to the board +of regents
of the university of Minnesota and to the board of trustees of the +Minnesota
state colleges and universities (MnSCU) and in the state parks +account to the
