Prohibiting state family planning grant funds use for abortion services or
administrative expenses, payment to organizations performing abortion services,
or for payment to organizations with abortion acceptance policies (pro-choice);
specifying family planning grant funds use by nondirective pregnancy counseling
organizations and prohibiting organization abortion facility affiliation,
requiring applying organizations to submit an audit, specifying relation to
federal title X funding, severability, and Minnesota supreme court original
jurisdiction
