Providing incentive funding for career and technical education programs;
requiring the department of children, families and learning to develop program
standards for each discipline area; authorizing school districts to apply to the
department for incentive funding; requiring the department to establish advisory
committees to assist in the development of program standards, core values and
quality indicators and to develop a three tier point award system based on
certain specified criteria, providing funding for each tier; appropriating money
to the commissioner of children, families and learning for the incentive funding
