ARTICLE 1 - HOUSEHOLD GOODS MOVERS
Defining
household goods mover; providing for registration of household goods movers by
the commissioner of transportation (DOT); requiring a registrant to file a
complete and accurate registration statement, vehicle and insurance statement
and background check, specifying signature requirements, imposing a fee;
requiring the commissioner to issue a certificate of registration, providing for
duration suspension and cancellation, specifying obligation to keep information
current; requiring audit and inspection for household goods movers and motor
carriers of passengers; specifying consumer protection provisions; providing for
expiration and conversion of household goods movers permits to
registration
ARTICLE 2 - REPEAL OF OBSOLETE PERMITS AND CONFORMING
CHANGES
Removing obsolete and correcting statutory provisions relating to motor
vehicle registration, annual vehicle inspections, DOT motor carrier powers and
rules, motor carrier regulation, administrative orders, registration,
identification, insurance, permits, class I and II shipping, operating
authority, enforcement and violations; requiring the commissioner of
transportation to amend and adopt certain rules; specifying instructions to the
revisor of statutes instruction; repealing certain DOT provisions relating to
motor carriers, certain motor carrier definitions, class I, passenger and local
cartage carriers, permits, approval process, effect of death of permit holder,
registration and identification, armored carrier bonds and conversion of
operating authority, schedule of rates and charges, permit carrier compensation
and shipping documents
