colleges and universities (MnSCU) to designate a certain number of program
centers of excellence, specifying certain center selection criteria; requiring
the centers to create advisory committees and requiring center biennial reports
to the governor and legislature on program enrollment, student demographics and
admissions, endowment growth, graduation rates and outcomes, employer
involvement and student or graduate employment success
