Relating to health; authorizing noncertified boarding care homes to register as
housing with services establishments and prohibiting the commissioner of health
from adopting or enforcing rules limiting registered noncertified boarding care
homes from providing home care services according to the registration; modifying
a certain provision prohibiting certain restrictions on medicaid reimbursement
for certain home care services, prohibiting the restriction on payment for
services to clients living in registered housing with services establishments by
home care providers licensed under the home care hospice program; modifying
certain client records requirements under the assisted living home care license
