E Establishing the Banning junction area water and sanitary sewer district under
the control and management of the Banning junction area water and sanitary sewer
board for the town of Finlayson and the city of Finlayson in Pine county and
Banning state park; establishing the board, specifying membership requirements
and providing for organization and operation; specifying the general powers of
the board; requiring and providing for the board to develop a comprehensive plan
for the collection, treatment and disposal of sewage in the district, specifying
certain public hearing requirements, requiring construction projects to be in
compliance with the comprehensive plan; granting the board certain obligations
issuance and special assessments and property tax imposition authority;
providing for expansion of the district; specifying certain sewage collection
and disposal powers of the board; requiring the board to annually prepare and
adopt a budget, specifying certain budget content requirements; providing for
the allocation of certain costs; specifying certain specific project public
hearing requirements, requiring and providing for notice to benefited property
owners of special assessments, authorizing emergency action under certain
conditions; providing for the issuance of bonds, certificates and other
obligations; requiring and providing for board designation of depositories;
providing for the receipt and application of money, for the establishment of
accounts and funds and for deposits and investments, requiring annual audits;
granting the board certain contracting authority; exempting board property from
the property tax (mk, ja)
