permit specialists to support operators of certain small and medium sized farms
in the feedlot permitting process, specifying certain support requirements;
authorizing farm operators to apply to the commissioner for the services of a
feedlot permit specialist, specifying certain application content requirements;
expanding the authority of county boards to delegate feedlot permit application
processing responsibilities to appropriate county officers or employees;
modifying pollution control agency feedlot upgrade requirement restrictions;
appropriating money to the commissioner of agriculture for the feedlot permit
specialist program and to the commissioner of the PCA for grants to feedlot
delegated counties to compensate for costs of county feedlot officers performing
feedlot permitting duties (ra, ja)
