ARTICLE 1 - GENERAL EDUCATION

Modifying certain permanent
school fund calculation of income procedures; modifying certain definitions
relating to aid to nonpublic students; establishing certain school district
requirements relating to capital project levy referendums; amending certain
definitions relating to special education excess cost aid; establishing certain
requirements relating to sparsity revenue for school districts closing
facilities; modifying procedures for calculating school district retired
employee health benefits; repealing certain career and technical levy
provisions

ARTICLE 2 - EDUCATION EXCELLENCE

Adjusting certain statewide
testing procedures; modifying certain student performance data; specifying
certain school accountability data release procedures; modifying the definition
of a highly qualified teacher; modifying district eligibility for concurrent
enrollment program aid; modifying certain provisions relating to charter
schools

ARTICLE 3 - SPECIAL PROGRAMS

Modifying the definition of a child
with a disability; modifying certain education and transportation aspects
relating to the placement of children with and without a disability who have a
short-term or temporary physical or emotional illness or disability; repealing
the interagency office on transitional services

ARTICLE 4 - FACILITIES AND
TECHNOLOGY

Modifying the process for capital expenditure health and safety
revenue; requiring applications be accompanied by descriptions; establishing an
appeals process; modifying the definition; modifying certain review and comment
and school facility commissioning procedures; clarifying school district health
and safety revenue application procedure

ARTICLE 5 - ACCOUNTING

Modifying
process for reducing state aid for certain violations; requiring state education
aid payments to be made directly to schools earning state aid
revenues

ARTICLE 6 - STUDENT TRANSPORTATION

Exempting certain school
districts contracting for transportation services from the standard cost
allocation method for authorized and nonauthorized transportation categories
under certain conditions
