individual community living support (ICLS); modifying and expanding home and
community-based services for older adults under seniors agenda for independent

expanding caregiver support and respite care projects; requiring the
commissioner to select and contract with core home and community-based services
providers for projects; providing for services for
persons with developmental
disabilities to reduce avoidable behavioral crisis
emergency room, psychiatric
inpatient hospitalizations, and commitments to
institutions; providing for home
and community-based services report card in cooperation with the commissioner of
health; modifying long-term care quality profiles for nursing facilities and
long-term care services providers; expanding home and community-based services
waivers for disabled persons; establishing community first services and supports
(CFSS) medical assistance state plan option; providing group residential housing
monthly rates supplementary service rate exemptions; expanding law enforcement
reporting requirement of vulnerable adults; repealing certain provisions
relating to federal grants to establish and maintain a single common entry point
for reporting maltreatment of a vulnerable adult, long-term care consultation
