1E Relating to state government administrative procedure; requiring the revisor
of statutes to provide a certain number of state copies of state agency rules to
the office of administrative hearings; modifying the requirement for the chief
administrative law judge to state findings of fact and conclusions and
recommendations relating to agency fulfillment of procedural requirements in
proposed actions and authorizing the judge to adopt rules to govern the
procedural conduct of certain additional hearings conducted by the office;
requiring the chief administrative law judge to consult with the commissioner of
finance in lieu of the commissioner of administration in assessing agencies the
cost of rendered services; requiring state agencies failing to act within a
certain number of days on licensing cases to return the record of the proceeding
to the administrative law judge for consideration of disciplinary action;
authorizing workers compensation judges to conduct closed hearings to discuss
nonpublic information in hearing records, issue protective orders and seal all
or part of the hearing record
