Modifying certain requirements for communication or contact agreements between
adoptive parents and birth relatives or foster parents; requiring the inclusion
of communication or contact agreements between prospective adoptive parents and
birth relatives in the final adoption decree; requiring adoptive placement or
contact termination or subsidy forfeiture for failure to honor the agreements;
creating a presumption relating to the best interest of the minor adoptee under
the agreements, burden of proof to be on adoptive parents to show otherwise
