Modifying certain provisions governing the payment of wages on state projects;
clarifying the prevailing wage requirement for state agency financial assistance
for development projects and the policy relating to the payment of wages on
state and highway construction projects, partial state funding to be the largest
part; modifying the definitions of project, area, prevailing hours of labor,
hourly basic rate and prevailing wage rate under minimum wage requirements;
expanding hours of labor and prevailing wage payment requirements for state
contracts to bid specifications or requests or invitations for proposal and
modifying and clarifying certain requirements under the provision, authorizing
employers of work site employees to request and receive additions or corrections
to the schedule of prevailing wage rates from the commissioner of labor and
industry, classifying payroll records and information derived from labor and
industry or transportation department (DOT) records examinations and increasing
the state projects contract value for exclusion purposes; modifying and
clarifying the provision regulating hours of labor and the payment of wages on
highway contracts; modifying certain local authority relating to minimum labor
standards under the uniform municipal contracting law. authorizing resolutions
regulation specific construction projects; repealing the provision requiring
payment of the prevailing wage on certain value added agricultural product
processing facility construction projects (rla)
