Requiring the commissioner of administration to establish programs for the
voluntary registration of general and health care interpreters to facilitate
access to services by persons with limited English skills; specifying
application and commissioner recordkeeping and list preparation and availability
requirements; protecting and regulating the use of certain titles; specifying
certain requirements for registration of general interpreters including
notarized statements of compliance with certain professional standards and a
specified code of ethics; specifying certain training and examination
requirements for the registration of health care interpreters; creating the
interpreter advisory council, specifying membership and duties; requesting the
board of regents of the university of Minnesota and requiring the board of
trustees of the Minnesota state colleges and universities (MnSCU) to participate
in a joint project to develop a pilot training program for spoken language
interpreters in health care and other community settings, recommending certain
training sites, curricula, prerequisites, qualifications for instructors and an
outside evaluation of the program; encouraging public and private entities
employing or contracting with interpreters to assist in registration of the
interpreters; requiring the advisory council to develop certain recommendations,
specifying certain consultation requirements and requiring a report to the
legislature by a certain date(ra)
