Providing for financial institution reasonable account fees; limiting fees
charged for money orders purchased from savings accounts and for checking
account dishonored and honored overdrafts and monthly maintenance; requiring
checking accounts to provide optional overdraft protection and to process checks
drawn against the account not based on debiting the largest checks first;
requiring financial institutions to designate the accounts as lifeline accounts
and to actively promote the accounts; requiring and providing for prior approval
of transaction and savings or deposit account service charges by the
commissioner of commerce; providing for compliance
