of off highway vehicles electric-assisted bicycles and permitting operation on
bikeways and bicycle trails; establishing Mississippi River Trail bikeway;
modifying provisions relating to toll facilities; changing the description of
the veterans memorial highway; designating the Arianna Celeste MacNamara
memorial pedestrian bridge over trunk highway #14 near county Road #22 in
Rochester; designating a portion of I-35 in Rice County as deputy John W.
Liebenstein memorial highway; modifying formula requirements in allocating
state aid for town roads; providing for unmarked vehicle plates for natural
resources conservation officers; authorizing a special permit for vehicles
exceeding the gross weight and the imposition of a surcharge on the special
permit fee under certain conditions, requiring deposit of the proceeds in the
highway user tax distribution fund, modifying certain provisions relating to
overweight vehicle permits; modifying the definition of a public impound lot;
modifying special vehicle use on roadways; clarifying drivers license
requirements for train crews; clarifying traffic laws regarding flashing yellow
lights and arrows controlled by traffic-control signals, regulating flashing
signal left turns; expanding authority for bus operation on highway shoulders;
requiring crossing control arms on school buses; allowing collector emergency
vehicles to display and use nonconforming colored lights; removing certain
exceptions from the child passenger restraint law, expanding the use of the
Minnesota child passenger restraint and education account funds; modifying
overweight vehicle display and inspection of permits requirements and specifying
fee proceeds deposit requirements; clarifying and conforming provisions
regarding drivers license revocation periods for DWI convictions; exempting
railroad locomotive (train) engineers, assistant engineers, conductors, and crew
members from the motor vehicle drivers license requirement; modifying driver
education requirements for obtaining an instruction permit, authorizing drivers
education online component, authorizing the use of credit or debit cards as an
acceptable method of payment of drivers license, permit, and identification
cards statutory and filing fees, authorizing a drivers license agent to collect
a convenience fee for processing costs, specifying internet-based theory driver
education programs administrative rule requirements; providing for alternative
financing and investment in a pilot transportation project on the truck highway
system; allowing the commissioner of transportation (DOT) to enter agreements
with governmental or nongovernmental entities to finance and invest in the
transportation project; requiring department of transportation report on trunk
highway fund expenditures and specifying report content requirements, modifying
major highway projects report content requirements; modifying the governing
medical waiver to operate commercial vehicles in intrastate commerce provision;
prohibiting certain activities on rail bank property, imposing misdemeanor
penalty; requiring the commissioner of transportation (DOT) to grant a variance
for Elbow Lake Municipal-Pride of the Prairie airport to be licensed as a public
seaplane base on Flekkefjord Lake; allowing the use of certain state funds for
airport improvements and other aeronautical purposes at the Paynesville airport;
requiring results of evaluations of management systems currently used by the
department to be included in the 2012 and 2013 reports of major highway projects
and trunk highway fund expenditures; revisors instructions; repealing certain
provisions relating to the I-35W high occupancy vehicle and dynamic shoulder
lane account, trunk highway fund biennially reporting requirements, conservation
officers vehicle markings requirements, DWI convictions, and the definition of
