conduct a study to determine the prevalence of prenatal illicit drug exposure
for purposes of assisting the legislature in directing resources to address
early intervention and infant special needs; requiring hospital identification
for the study and commissioner data collection requirements; requiring informed
consent for all specimens collected from infants and requiring a certificate of
confidentiality issued by the national institute of health; requiring a report
to the legislature by a certain date; appropriating money to the commissioner of
