3E Relating to liquor; authorizing the state agricultural society (state fair)
to sell intoxicating malt liquors during the state fair or at other times upon
the availability of at least one Minnesota brewed malt beverage for sale at each
allowed location within the fairgrounds; modifying the regulations of off-sales
by brewpubs and small brewers; permitting breweries to provide samples of
products on premises to individuals touring the brewery; allowing farm wineries
to obtain separate on sale licenses and operate separate business establishments
(restaurants) within physical area of winery and buildings; authorizing the
commissioner of public safety to issue on-sale intoxicating liquor licenses for
up to a certain number of locations within the boundaries of the University of
Minnesota upon approval of the board of regents; modifying off sale intoxicating
liquor license fees for certain sized cities, providing for a fee reduction for
certain licensees employee training and incentives provisions; authorizing
nonprofit organizations to conduct a silent auction, raffle or other fund
raising event to sell alcohol for charitable organizations purposes under
certain conditions; authorizing the city of St. Paul to issue an on-sale
intoxicating liquor license to a restaurant on Maria avenue
