2E Establishing an accessible electronic information service for eligible blind
and disabled persons, requiring the commissioner of employment and economic
development (DEED) to enter into agreements with qualified entities to provide
an accessible electronic information service; requiring the commissioner of
human services to enter into grant agreements with television stations for live
local news programming assessible to deaf, hard of hearing, and deaf-blind
persons, specifying certain agreements relating the real time captioning,
defining real time captioning; establishing maximum annual budgets for the
information service and the news programming under the telecommunications access
Minnesota fund, requiring a pro rata expenditures reduction under certain
insufficient balance conditions; sunset provision
