pressure piping code and to maintain and adopt rules necessary for regulation
and licensing; specifying certain membership requirements and duties; requiring
the board to establish fees for licensing, certifications and high pressure
piping system permits, requiring the board to submit a fee structure to the
commissioner of labor and industry; providing for rules adopted by the
commissioner of labor and industry to remain in effect until amended or repealed
by the board; requiring the governor to make board appointments by a certain
date and requiring the commissioner of labor and industry to convene the first
board meeting by a certain date
