distribute registration plates and stickers to be held and issued by new and
used motor vehicle dealers equipped with electronic transmission technology,
requiring adoption and implementation of security and recordkeeping
requirements, authorizing commissioner revocation of the authority for certain
violations; eliminating the retention of a certain amount of the filing fee by
motor vehicle dealers, specifying certain duties of deputy registrars relating
to electronic transmissions by motor vehicle dealers, deputy registrars to
receive and retain the filing fee; excluding optional electronic transfer fees
from the definition of documentary fee or document administration fee under the
motor vehicle retail installment sales act and defining optional electronic
transfer fee relating to electronic transmission of ownership records, requiring
separate statement and identification on sales agreements
