"Local Community Rail Security Act of 2007"; providing for the protection of
railroad property from terrorism and other criminal activities; specifying
legislative findings and purpose; requiring common carriers to provide law
enforcement personnel, emergency personnel, transportation officials and other
first responders a risk assessment of railroads in the state; requiring common
carriers to have a program in place to protect railroad infrastructure from acts
of sabotage, terrorism and other criminal acts (infrastructure protection
program), requiring the infrastructure protection program to provide
specifically for the security of the infrastructure and include regular
inspections, requiring compliance and prescribing penalties, requiring annual
updates of the program; specifying requirements for common carriers to protect
community facilities, prescribing a penalty; requiring common carriers to
provide certain communications capabilities; specifying coverage; prohibiting
punitive actions against employees; specifying applications
