therapists and occupational therapy assistants by the commissioner of health,
exemptions; regulating the use of certain titles; defining the scope of
practice; specifying certain licensure requirements, procedures and
qualifications; providing for licensure by equivalency and reciprocity;
authorizing and providing for issuance by the commissioner of temporary licenses
to certain applicants, specifying certain supervision requirements; providing
for periodic renewal of licenses; providing for the delegation of duties and
assignment of tasks by occupational therapists and for supervision of
occupational therapy assistants, providing an exception to the supervision
requirement; requiring and providing for the coordination of services by
occupational therapists; specifying certain client notice requirements in the
absence of a physician referral or prior authorization; regulating the use of
physical agent modalities, specifying certain documentation requirements;
specifying certain continuing education requirements for occupational therapists
and occupational therapy assistants, authorizing and providing for commissioner
auditing of continuing education reports and for waiver of continuing education
requirements under certain conditions, imposing certain penalties for
noncompliance with the requirements; imposing certain licensure fees and a
temporary licensure fee surcharge; specifying grounds for commissioner denial of
licensure or disciplinary action; requiring and providing for commissioner
appointment of an occupational therapy practitioners advisory council,
