E "Minnesota Adverse Health Care Events Reporting Act of 2003"; + requiring and
providing for the commissioner of health to establish a reporting +system for
adverse health care events in licensed hospitals to facilitate +quality
improvement in the health care system, specifying certain system +content
requirements; imposing certain adverse health care events reporting requirements
on the licensed facilities and specifying the reportable+ surgical, product or
device, patient protection, care management, environmental+ and criminal events;
specifying certain root cause analysis and +corrective action plan
implementation and certain commissioner report analysis and +communication
requirements; requiring the commissioner to design the system for +electronic
reporting; specifying the relation of the events to certain other +reporting
laws for reporting requirements purposes; authorizing certain +sanctions for
failure to comply with system requirements; requiring the +commissioner to
report certain information to the national quality forum and to other+ states,
requiring monitoring of discussions of amendments to the list of +reportable
events and reporting of modifications to the legislature; conforming +certain
health care review data and information provisions to the +requirements;
providing a reporting system transition period, specifying certain +duties of
the commissioner and reporting requirements of the facilities, +requiring
commissioner reports to the legislature; requiring full +implementation of the
reporting system by a certain date contingent on the securing of +sufficient
funds from nonstate sources (je, ja)
