1E Requiring the commissioner of health to destroy newborn blood or tissue
samples immediately after heritable and congenital disorders testing completion,
exception for parents choosing to retain results; authorizing parental access to
minor children health records; prohibiting minor consent for pregnancy, venereal
disease, and alcohol and drug abuse testing or treatment; providing for certain
exceptions; providing for judicial determination in certain cases; specifying
cost calculation and reimbursement procedures associated with judicial
determination; specifying penalty for certain consent procedure violations;
providing for severability; allowing directors of out-of-home placement
facilities to give consent for minors if parental contact is not established;
clarifying the relationship between title X of the public health service act and
consent procedures; repealing minor consent for pregnancy, venereal disease,
