reimburse state or public entities for health care costs associated +with
certain coal fired electric generation facilities and to establish +the annual
costs associated with particulate matter emitted from the facilities,+ limit;
requiring annual assessments of facility owners for the costs, +specifying
certain allocation requirements and requiring payment of the +assessments into a
newly created account for reimbursements payment purposes, specifying+ certain
