E Authorizing cities or urban towns to by ordinance develop and implement
programs allowing peace officers to detect and cite through the mail traffic
signal violations through photographic evidence, specifying certain program
requirements and exceptions and requiring consultation with the department of
public safety in establishing the programs; prohibiting private contracts for
operation of the programs from providing for payment to the private persons
based on the number of citations issued; authorizing the cities or towns to
establish a schedule of fines for violations detected by photographic equipment;
classifying the photographic evidence and conviction records and restricting use
of the data by persons under private contract; prohibiting the department from
recording convictions for violations detected through photographic evidence on
