Modifying certain county based purchasing provisions under medical assistance
(MA); expanding the program to MinnesotaCare; requiring the county board to be
the governing body of a county based purchasing program; exempting the programs
from certain requirements relating to health maintenance organizations (HMO) and
community integrated service networks (CISN), requiring the commissioner of
human services to adopt rules for the programs relating to administrative and
financial reporting and the state auditor to annually audit the programs;
repealing a certain payment dates modification provision under the prepayment
demonstration project (mk)
