E Relating to the financing of state government ARTICLE 1 - GENERALModifying
certain practices and procedures relating to state finance;+ making optional the
public employee leave of absence requirement to +participate in certain athletic
competitions and transferring cost responsibility to+ the employer; modifying
certain requirements for commissioner of finance preparation of the biennial
budget and clarifying the requirement for+ the detailed budget to include the
total cost of professional or +technical services contracts; changing the
requirement for commissioner approval of the +submission of statewide and agency
indirect costs for federal reimbursement to a+ review requirement; expanding the
provision regulating cash advances and +clarifying certain payroll direct
deposit requirements; modifying certain state +agency spending plan
requirements; authorizing the commissioner to require +direct deposit for state
employees paid by the state payroll system; +clarifying the provision providing
for commissioner issuance of duplicate unpaid +warrants; accelerating the
biennial deadline for the commissioner report to the legislature on capital
investment; modifying certain debt collection requirements of the commissioner

removing the commissioner of +finance from the membership of the subcommittee on
children's mental health of the+ state advisory council on mental health;
authorizing carryforward of funds +resulting from state employee layoffs;
repealing the requirement for the +commissioner of finance to prepare a separate
technology budget book, the authority +of employing agencies to deduct payments
for federal securities from +payroll checks, the annual state debt collection
reporting requirement of the commissioner of finance and the requirement for the
commissioner of +revenue to notify debtors of uncollectible debt determinations
ARTICLE 2 � TRANSFER OF STATE TREASURER DUTIESTransferring the powers,
responsibilities and duties of the state +treasurer to the commissioner of
finance due to abolishment of the constitutional +office of treasurer and making
conforming amendments to certain statutory +provisions; specifying certain term
substitution instructions to the revisor of +statutes (mk, ja)
