definitions of client, licensee and practice of psychology and defining
provider; eliminating certain reciprocal licensing authority of the board of
psychology relating to doctoral level candidates; modifying the authority of the
board to grant variances from supervision requirements and changing the right to
appeal using a contested case hearing for persons denied variances to a right to
seek reconsideration by the board; modifying certain grounds for disciplinary
action; granting immunity from civil liability and criminal prosecution for good
faith reporting of violations or alleged violations to or cooperating or
participating in investigations by the board, excepting self reporters;
clarifying a certain title use restriction (ra, ja)
