Creating a traffic noise barrier account in the transportation fund for matching
grants on a competitive basis by the commissioner of transportation (DOT) to
counties or cities for construction of trunk highway noise barriers, specifying
the match requirement and maximum amount; requiring the commissioner to adopt
rules and criteria for grants implementation and administration purposes;
appropriating money to the commissioner and authorizing the issuance of state
bonds for the grants (mk)
