Establishing a standard of eligibility for nonpublic assistance IV-D +child
support services under the Minnesota family investment program +(MFIP);
requiring and providing for application to county agencies; +specifying the
responsibility of the agencies to provide certain information to +persons
inquiring about child support services; requiring and providing for +county
agency verification of information on applications and providing for +the
processing of applications by the public authority, specifying +certain other
parent or affected third party notice requirements; requiring a +hearing before
application approval upon motion of either parent or affected third +parties to
determine the financial need for nonpublic assistance child support +services
and providing a right to appeal; subjecting applicant financial +circumstances
to annual review; requiring the commissioner of human services to +instruct
local service agencies to implement eligibility criteria and local +agencies to
immediately provide termination notice to nonpublic assistance child +support
cases relating to reapplication; defining public assistance IV-D case+ and
nonpublic assistance IV-D case (ra)
