E Relating to crime; expanding the authority of the attorney general and
clarifying the authority of county attorneys to issue administrative subpoenas
for the production of records of subscribers of private computer networks
including Internet service providers or computer bulletin board systems;
authorizing officers of certain private adult correctional facilities licensed
by the department of corrections to carry pistols without a permit; increasing
the penalties for dissemination and possession of pornographic works depicting
minors, enhancing penalties for persons registered as predatory sex offenders;
authorizing and providing for peace officers to execute search warrants on
foreign corporations providing electronic communication services or remote
computing services to the general public for certain records search purposes
including records maintained or located outside the state, specifying certain
duties of the court; requiring Minnesota corporations served with similar
warrants of other states to honor the warrants; liability immunity provision
