3E Regulating shoreland resorts; authorizing a county or municipality by
ordinance to impose reasonable regulations to prevent and abate nuisances and to
protect the public health, welfare, safety and environment; defining resort;
requiring counties and municipalities to allow resort owners to maintain and
replace structures under certain conditions and to expand structure footprints
to minimally meet federal, state or local dwelling standards or codes; providing
for a change in ownership
