E Authorizing law enforcement agencies to recover seizure and storage expenses
for motor vehicles forfeited for driving while under the influence of alcohol or
controlled substance (DWI) and subsequently voluntarily returned to the owner;
requiring remittance of vehicle forfeiture sale proceeds to the secured party
under certain conditions, appropriate agency not to be liable to the secured
party for amounts owed on the loan in excess of the sale proceeds under certain
prior notice conditions (ra, ja)
