Relating to human services; establishing eligibility requirements relating to
nonuse of tobacco products and tobacco use cessation for recipients of medical
assistance (MA), general assistance medical care (GAMC) or MinnesotaCare and
participants in the Minnesota family investment program (MFIP), requiring the
signing of a statement to be developed by the commissioner of human services of
nonuse or enrollment in a tobacco use cessation program; subjecting recipients
or participants failing to complete a tobacco use cessation program within a
certain number of months of initial enrollment to increased cost sharing
requirements until completion of the program; providing for renewal of
eligibility; requiring the commissioner to coordinate approval of tobacco use
cessation programs with the commissioner of health, the Minnesota partnership
for action against tobacco (MPAAT) and certain other entities to ensure the
availability of effective and affordable programs and minimize state program
costs; requiring the commissioner to seek federal waivers necessary for
implementation
