personnel, specifying membership requirements, requiring appointment by the
governor with the advice and consent of the senate; providing for organization
of the board and specifying duties, requiring establishment of standards and
procedures for preparation and licensure of supervisory personnel, the
development of accountability measures for programs preparing students for
licensure and the adoption of rules establishing continuing education
requirements and a code of ethics, requiring the executive secretary of the
board to keep a registry of persons licensed; requiring certain assistance from
the commissioner of children, families and learning; transferring the powers,
duties and responsibilities of the commissioner relating to supervisory
personnel except for athletic coaches to the board; making conforming amendments
to certain statutory provisions relating to licensure rules and teacher rule
variances, board of teaching licensing authority, license fees and the nonhealth
related licensing boards; specifying certain term substitution instructions to
