Expanding the definition of youth intervention program and stating the purposes
of the program and of the matching requirement; authorizing use of certain
percentages of appropriations to the program for a grant to the Minnesota youth
intervention programs association for collaborative training and technical
assistance to community based grantees and for department of employment and
economic development grant administration costs; appropriating money to DEED for
the programs, requiring use to help existing programs serve unmet needs in
communities and to create new programs in underserved areas of the state
