Establishing the commission on culture and recreation, membership to include
gubernatorial appointments and the commissioner of finance as a nonvoting
member, confirmation by the senate to require greater than a simple majority
vote, specifying certain membership requirements and restrictions; requiring
commission grants for construction or rehabilitation of cultural and sports
facilities for use by arts organizations, professional sports teams or the
university of Minnesota; prohibiting commission ownership of the facilities or
funding of operations; requiring the commission to adopt rules establishing
guidelines for capital project grants; specifying application requirements,
grant priorities and a funding limit; authorizing and providing for the issuance
of revenue bonds for certain purposes, limit, authorizing the issuance of
revenue anticipation certificates, appropriating money to the commissioner of
