services; defining certain terms; specifying certain licensure applications,
restrictions and exemptions; establishing penalties for certain violations;
clarifying the scope and practice of clinical lactation services; specifying
certain licensure application requirements, procedure in getting licensed, and
license renewal and procedure in the licensee getting their name, address or
employment changed; specifying certain required notifications in the absence of
a physician referral; establishing certain fees; establishing grounds for
discipline or denial of licensure, investigation procedures and disciplinary
actions; establishing a licensed lactation consultants advisory council;
authorizing the commissioner of health to create a task force to assist members
of underserved populations seeking licensure
