Relating to energy; increasing the amount of money required to be +transferred
by the public utility operating the Prairie Island nuclear generating+ plant to
a renewable development account and expanding the authorized use of +money in
the account to development of energy storage technologies +facilitating the
development of intermittent renewable energy sources; exempting +distributed
generation customers of certain small electric generation facilities +from
utility standby charges; establishing a renewable energy standard and increasing
the standard in stages; providing for renewable energy +credits to be certified
by the public utilities commission (PUC), requiring the +department of commerce
to implement a system of cost containment without +undermining the market for
the credits, authoring the trading of credits with +bordering states under
certain conditions, requiring commissioner implementation +rules, evaluation and
annual compliance reports, imposing a penalty for +false representation or
certification of the credits; increasing the +amount required to be spent by
public utilities operating nuclear powered electric +generating plants on energy
conservation improvements and requiring a certain +percentage of electric
utility conservation spending obligations to be targeted +to reduce baseload
energy use as defined by the commissioner, specifying +priorities; repealing
certain provisions requiring public utilities to offer +customers certain
renewable and high efficiency energy rate options and +imposing certain public
utility eligible energy objectives (ra)
