certain conditions; authorizing the issuance of temporary permits to the
applicants, degree requirements completion affidavit requirement; requiring the
board of social work to commission an independent researcher to determine the
social worker examination failure rate for applicants born in a foreign country
with English as a second language compared to the failure rate for applicants
from other populations and the underlying cause of any disparity, specifying
certain study consultation requirements and requiring a report of results to the
board for submission to the legislature by a certain date, specifying certain
