restrictions for state forest lands; modifying certain all-terrain vehicle
definitions and operating restrictions; modifying certain provisions regulating
the use of off highway vehicles electric-assisted bicycles and permitting
operation on bikeways and bicycle trails; establishing Mississippi River Trail
bikeway; modifying provisions relating to toll facilities; changing the
description of the veterans memorial highway; designating a portion of I-35 in
Rice County as deputy John W. Liebenstein memorial highway; providing for
unmarked vehicle plates for natural resources conservation officers; authorizing
a special permit for vehicles exceeding the gross weight and the imposition of a
surcharge on the special permit fee under certain conditions, requiring deposit
of the proceeds in the highway user tax distribution fund, modifying certain
provisions relating to overweight vehicle permits; modifying location
requirements for motor vehicle dealer record keeping, providing for special
plates for woman veterans; modifying special vehicle use on roadways; clarifying
drivers license requirements for train crews; clarifying traffic laws regarding
flashing yellow lights and arrows controlled by traffic-control signals,
regulating flashing signal left turns; expanding authority for bus operation on
highway shoulders; requiring crossing control arms on school buses; allowing
collector emergency vehicles to display and use nonconforming colored lights;
removing certain exceptions from the child passenger restraint law, expanding
the use of the Minnesota child passenger restraint and education account funds;
authorizing gross weight increase for transportation of sweet corn; modifying
overweight vehicle display and inspection of permits requirements and specifying
fee proceeds deposit requirements; modifying driver education requirements for
obtaining an instruction permit, authorizing drivers education online component,
specifying internet-based theory driver education programs administrative rule
requirements; expanding driver education instruction and license examination
requirements to include carbon monoxide poisoning circumstances and dangers;
requiring the commissioner of public safety to adopt certain rules and to
include carbon monoxide poisoning information in the drivers manual; extending
the expiration period for a driver's license for certain military members;
requiring department of transportation report on trunk highway fund expenditures
and specifying report content requirements, modifying major highway projects
report content requirements; modifying the governing medical waiver to operate
commercial vehicles in intrastate commerce provision; authorizing the sale of
non-oxygenated gasoline for use by a manufacturer in the research and
development of certain recreational vehicles; allowing the use of certain state
funds for airport improvements and other aeronautical purposes at the
Paynesville airport; requiring results of evaluations of management systems
currently used by the department to be included in the 2012 and 2013 reports of
major highway projects and trunk highway fund expenditures; revisors
instructions; repealing certain provisions relating to the I-35W high occupancy
vehicle and dynamic shoulder lane account, trunk highway fund biennially
reporting requirements, conservation officers vehicle markings requirements, and
the definition of federal rail service continuation program
