issue an on-sale intoxicating liquor license to an auto racing facility located
in the city; authorizing a municipality, with the approval of the commissioner
of public safety, to issue a license for wine festivals; modifying certain
licenses issued by the metropolitan airports commission; authorizing temporary
on-sale licenses for a farm winery at a county fair; authorizing on-sale liquor
license for private nonprofit colleges under certain conditions; modifying
certain liquor license exceptions relating to certain state colleges;
authorizing White Bear township to issue on-sale and off-sale intoxicating
liquor licenses to all establishments in their jurisdiction; establishing an
effective date for summer collegiate baseball wine and malt liquor
